Cabarrus County will host four community forums this fall to help residents learn more about the two general obligation bond referendums that will appear on the November ballot and get answers to any questions they may have.

Voters will be asked to approve up to $340 million in school bonds for Cabarrus County Schools and Kannapolis City Schools, along with up to $60 million for capital projects at Rowan-Cabarrus Community College.

The school bond comes as CCS and KCS face significant long-term facility needs. County officials estimate the districts’ combined capital needs will exceed $1 billion over the next decade, driven by enrollment growth, aging facilities and major maintenance needs.

Cabarrus County Manager John Eller will participate in the forums alongside CCS Superintendent Dr. John Kopicki, KCS Superintendent Dr. Sara Newell and Rowan-Cabarrus Community College President Dr. Carol Spalding.

“We’re not there to debate whether someone should vote yes or no, that’s not what these are for,” Eller told The Cabarrus Compass during a recent interview. “It’s more to make sure that everyone is educated and understands really what this means.”

The county’s General Obligation Bond Referendum FAQ points to long-term capital needs identified by all three educational institutions as examples of projects that could be funded through the bonds.

In April, the Cabarrus County Board of Education formally asked county commissioners to place a $300 million school bond referendum on the November ballot.

That request was based on priorities outlined in the district’s 2026 Long-Term Capital Plan, including a $140 million replacement for Central Cabarrus High School, a $55 million renovation of Northwest Cabarrus Middle School and $15 million to convert the former R. Brown McAllister Elementary School into a future pre-K center.

The plan also identifies $135 million in deferred maintenance, divided into three phases, for HVAC replacements, roof repairs, parking lot improvements and other infrastructure needs across the district.

Kannapolis City Schools has significant capital needs of its own, including major projects at A.L. Brown High School and Jackson Park Elementary School.

The district’s $31.5 million A.L. Brown project calls for 50,000 square feet of additional space, including 16 classrooms and a cafeteria. A $26.5 million project at Jackson Park would add 40,000 square feet, including 16 classrooms and a gymnasium. Both projects are currently in the pre-construction phase.

Cabarrus County’s estimated share is $24.3 million for the A.L. Brown project and $13.5 million for Jackson Park. KCS has also identified $20.1 million in deferred maintenance needs.

The $60 million Rowan-Cabarrus Community College bond would help fund construction of a new Workforce Innovation Center and renovations to a building on the college’s South Campus, expanding space for workforce training programs.

Cabarrus Health Alliance is urging residents to take precautions against mosquitoes after West Nile virus was detected in two Cabarrus County residents this month.

About a month ago, Mark Plemmons and I sat on a panel before the Rotary Club of Concord discussing the state of local journalism.

As editor of The Independent Tribune, Plemmons knew better than most how precarious that state had become. Newsrooms across the country have been asked to do more with less as layoffs, shrinking staffs and newspaper closures have become increasingly common.

On Tuesday, that national trend hit close to home.

Plemmons announced that he had been let go from The Independent Tribune, ending a newspaper career that included more than 35 years covering news and sports in Cabarrus County.

“Lee Enterprises dropped the axe on my newspaper career today at 12:05 p.m,” Plemmons wrote on his Facebook page Tuesday evening. “‘Restructuring and your position was eliminated’ is how they described it.”

By Wednesday afternoon, the post had drawn about 200 comments from readers, colleagues and community members expressing disappointment over his departure and offering their support. It had also been shared about a dozen times.

Plemmons spent a combined 27 years and 10 months with The Independent Tribune across three separate stints.

“Thank you all for your support and many kind words,” he wrote. “I don’t know what is going to happen with the paper. I hope it continues but I have serious concerns.”

He said he will continue to operate Radio Free Cabarrus and 485 Sports.

Former Independent Tribune reporter Beth McLaughlin, who worked with Plemmons at the newspaper, shared his announcement on Facebook with a message of her own.

“It looks like they are gonna take our old newspaper out back and shoot it,” she wrote. “I hate this, Mark Plemmons. You were the BEST! Thank you for all you taught me.”

I also worked alongside Plemmons for nearly two years during my time at The Independent Tribune. He was a talented reporter and editor, but he was also a mentor who helped me become a better journalist.

His departure is an enormous loss for Cabarrus County.

‘A mixture of mad, sad and not sure what to believe’

During an interview Wednesday morning, Plemmons said he wasn’t surprised to receive the phone call telling him he was no longer with the newspaper. That didn’t make it hurt any less. He said he got little sleep Tuesday night.

“It’s a mixture of mad, sad and not sure what to believe,” Plemmons told The Cabarrus Compass.

More than anything, Plemmons said he is disappointed with Lee Enterprises and what he views as the company’s lack of investment in The Independent Tribune over the years. Several other positions had been cut with the paper over the past year and a half, including its only full-time news reporter and sports reporter.

“The company over the years has chosen not to invest in us,” he said. “Lee has constantly cut.”

Lee Enterprises owns publications in more than 114 markets across 25 states, according to its website, including the Winston-Salem Journal and Greensboro News & Record in North Carolina and The Buffalo News, which serves the Buffalo-Niagara Falls metropolitan area and the St. Louis Post-Dispatch, which serves the St. Louis metropolitan area.

The Cabarrus Compass reached out to Dimon Kendrick-Holmes, North Carolina editor with Lee Enterprises and Plemmons’ supervisor, seeking comment on Plemmons’ departure and the future of The Independent Tribune. He had not responded as of publication.

Plemmons said he had reason for optimism earlier this year when billionaire David Hoffmann became chairman of Lee Enterprises’ board in February.

The Independent Tribune even ran a front-page story distributed across Lee Enterprises newspapers with the headline, “David Hoffmann is investing millions to preserve local newspapers.”

The story portrayed Hoffmann as a billionaire businessman and a believer in local journalism who had backed that commitment with tens of millions of dollars. His Hoffmann Family of Companies recently acquired the NHL’s Pittsburgh Penguins, and Hoffmann has appeared on Forbes’ World’s Billionaires list for five consecutive years.

“You know,” Hoffmann said in the story, “We’re running right toward some things that everybody else is running away from.”

For Plemmons, his departure has raised questions about whether that commitment will extend to newspapers such as The Independent Tribune. He said that, too often, lower-level employees seem to bear the brunt of cuts while those higher in a company remain protected.

“I hope that David Hoffmann is true about wanting local news and not just another greedy Wall Street bastard,” Plemmons said, acknowledging the bluntness of his comment and that he was speaking on the record. “It’s time for him to put up or shut up.”

Plemmons also questioned why The Independent Tribune has not received greater investment given Cabarrus County’s rapid growth and population of roughly a quarter-million people.

“The company has always treated this like we are some little podunk,” he said. “The people who make the decisions have no clue what’s here”

Nearly three decades of stories

Plemmons’ connection to the newspaper stretches back even further than the Independent Tribune itself.

The paper was formed on Sept. 29, 1996, through the merger of The Concord Tribune and Kannapolis’ The Daily Independent, though Plemmons said the newspaper’s roots can be traced to at least 1902. By the time of that merger, Plemmons had already been part of that history for more than a decade.

Like many longtime reporters, Plemmons can still vividly recall his first story for the newspaper, written in December 1983. He interviewed an older woman in Concord’s Logan Community who collected food donations to give to others.

Plemmons remembers his editor, Bill Ross, pointing out something that stuck with him: The woman was so committed to helping others that she likely didn’t have enough food for herself.

Asked which stories have stuck with him, Plemmons pointed to the extraordinary range of assignments he covered — from witnessing and reporting on a gas-chamber execution that attracted enough attention for him to be booked for an appearance on The Phil Donahue Show, which ultimately did not happen, to covering a football game played by daycare students at McGill Baptist Church, including his own son.

He also remembers a newsroom that once looked considerably different.

At its peak in the late 1990s, Plemmons recalled, The Independent Tribune employed six to eight full-time news reporters, three sports reporters, two full-time photographers, a part-time photographer and two editors.

But after all those years and all those stories, Plemmons said what he values most isn’t any particular assignment.

“It’s all the people I’ve met,” he said.

Then, tearing up as he reflected on nearly three decades with the paper, Plemmons added: “I love this newspaper.”

A loss bigger than one newsroom

Since launching The Cabarrus Compass in April 2025, I have never viewed Plemmons or The Independent Tribune as competition. I viewed him as an ally in the much larger mission of keeping Cabarrus County informed.

That perspective is personal. I grew up reading The Independent Tribune and later worked alongside Plemmons before losing my own position under similar circumstances. I know firsthand how suddenly a career in local journalism can be upended.

I also remained a reader. I especially enjoyed Plemmons’ longtime column, The Friday Five, which became a familiar part of the newspaper for many readers over the years.

Change is nothing new in the media industry, particularly in local journalism. But the changes of the past two decades have increasingly meant fewer reporters, smaller newsrooms and communities with fewer people watching their local governments, schools and institutions.

According to The State of Local News project from Northwestern University’s Medill School of Journalism, about 50 million Americans lived in counties with limited or no access to local news as of 2025. The report identified 212 counties without a single local news source and another 1,525 with only one.

Close to 3,500 newspapers have disappeared since 2005 — nearly 40% of all local U.S. newspapers — with more than 130 shutting down in the past year alone.

The losses extend to the journalists and other employees who produce and support that coverage. Since 2005, more than 270,000 newspaper jobs have disappeared, a decline of more than 75%, according to Medill.

Those statistics can sometimes feel distant or abstract.

On Tuesday, Cabarrus County received another reminder that they are neither.

DownRiver Collective may be a bluegrass band, but guitarist Jonny Therrien acknowledges that putting a label on the five-member group isn’t quite that simple.

Robert Burrage has seen it all during his 16 years running Lil’ Robert’s Place in downtown Concord.

He’s hosted birthday parties, birth announcements, weddings, anniversaries and even funeral and memorial services.

“You name it, we’ve had it,” Burrage said.

Burrage, a Concord native, opened Lil’ Robert’s in 2010, initially as a craft beer bottle shop inspired by funky, eclectic spots such as the Fat Pelican at Carolina Beach and Common Market locations across Charlotte.

Over the years, though, Lil’ Robert’s grew into something much bigger — a downtown hangout and community gathering place that, aside from the pandemic, has been open 365 days a year.

The quirky, colorful dive bar is packed with eclectic décor, including an airplane hanging from the ceiling — one of countless unusual touches patrons have come to appreciate over the years. But beyond its distinctive atmosphere, Lil’ Robert’s has also become a refuge and gathering place for many people.

“Somebody asked me one time how did you come up with all this, and I said, ‘Well, walking in here is like walking in my brain. This is the way I think,’” Burrage told The Independent Tribune during a 2024 interview.

Keeping it going has come at a cost.

Burrage, 54, said the demands of running the business have worn on him mentally and emotionally for several years, particularly as Lil’ Robert’s weathered the COVID-19 pandemic and years of construction surrounding the new Cabarrus County Courthouse and Concord’s downtown streetscape project.

“It was an uphill battle from day one,” Burrage said in a candid interview with The Cabarrus Compass, calling the construction of both the courthouse and the streetscape, which he said lasted about two and a half years, “devastating” and much worse than the pandemic.

Burrage seriously considered closing during the construction. Although the business is now on more stable footing, he acknowledged that money remains tight.

Now, after years of pushing forward, he has decided it is time to step away.

Burrage plans to close Lil’ Robert’s at the end of the month unless someone steps forward with a way to keep the business going.

Burrage broke the news on July 24, describing the hangout as “a monster that needs constant attention.”

“I am aware that I am not doing this ‘place’ justice,” he wrote in a farewell message shared on the bar’s Facebook page. “Before it is too late, I will be closing, selling, handing over, or any other way to put it. Unless someone steps up or we are in negotiation.”

In his first interview with a media outlet since announcing his plans, Burrage said his priorities have changed. He wants to spend more time with his parents as they get older, while other personal family matters have also demanded his attention.

The problem, he said, is that Lil’ Robert’s does not easily run without him.

There is no manager or defined hierarchy among the roughly nine employees, leaving Burrage responsible for making sure the business operates properly even when he is not physically there. In fact, he said he has spent more time at Lil’ Robert’s this month than he had during the rest of the year.

“I’m everything — I’m the orderer, I’m the scheduler, I’m the fixer, I’m the maintenance guy,” he said. “It’s just gotten so big I cannot do it all, but I don’t make enough money to pay somebody else to do it.”

That is why Burrage wants to step aside while Lil’ Robert’s, which also includes The Mullet Thrift Store next door, is still in a positive place rather than waiting until the demands become too much.

For now, the plan is to close Sept. 1, a date Burrage noted on Facebook carries its own bit of significance: “Irony or not that is the day Jimmy Buffet died.”

But Burrage is not convinced Sept. 1 will actually mark the end of Lil’ Robert’s.

He believes someone could still step forward to take over or find another arrangement that allows the business to continue. And Burrage is open to remaining involved in some capacity — just no longer as the person responsible for everything.

“I’ve met with the staff and I’ve told them that I truly feel like something will happen to keep us here, but I won’t be the one fully in charge,” he said, noting that he is receptive to still have a role with the business in some capacity. “I don’t want to go away, I just can’t be responsible for all the decisions, and all the finances and all the liability all the time by myself.”

Until that happens, however, Burrage is proceeding as though the end is coming. He has even had shirts made for what amounts to a celebration of life for Lil’ Robert’s Place.

And if Burrage ever wondered how much the place has meant to people, the overwhelming response to his announcement has provided an answer.

His July 24 Facebook post announcing the planned closure received 132 comments and was shared more than 85 times, with longtime patrons reflecting on what Burrage and Lil’ Robert’s have meant to them.

“First and foremost, THANK YOU to you and your team for everything you have done for all of us patrons over all these years!” musician Greg Ragan wrote. “I have so many great memories from standing on your stage playing for family, friends, strangers who became friends etc.... Keep your heads held high!”

For Robert Pappalardo, what made Lil’ Robert’s special was never simply the building, but the community that formed inside it.

“The thing that made it special were the people who hung out here,” Pappalardo wrote. “It’s just a building of wood and brick. It just happened to be the place in the universe where many cool people came to chill. It will be missed and possibly never replaced but may all those people continue to enjoy each other’s company.”

Concord City Council Member Lori Clay reflected on what the business has brought to downtown Concord over the years.

“Well, I sure hate to see you go. I love the charm and character you add to our downtown with your crazy little funky vibe and I think Concord will be remiss without you,” Clay wrote.

For Burrage, the response has been difficult to put into words.

He said he’s been “honestly speechless and overwhelmed” by the outpouring of support and positive messages.

“I knew a lot of people liked me, but I had no idea how many people,” Burrage said.

Asked what Lil’ Robert’s Place has meant to him personally, Burrage struggled to answer. He gets choked up thinking about the business and the people it has brought into his life.

For someone who has struggled with self-confidence and often felt overlooked in the past, Lil’ Robert’s became proof that Burrage had created more than a business. He created a community — a place where people could gather, celebrate, grieve, make friends and simply be themselves.

Along the way, the place changed him, too.

“It brought me out of me and I’ve found a community that accepts me,” Burrage said.

Just as importantly, Burrage said that sense of acceptance has gone both ways.

“I found a community that accepts me but I’ve also learned to accept way more of the community than I used to,” he said.

A man charged in connection with the 2008 killings of Donna Barnhardt and Darrell Noles at Concord’s Sun Drop Bottling Company is now back in Cabarrus County, nearly three months after his arrest in Washington state.

Johnny Steven Talbert, 43, was extradited from Washington and taken into custody by the Concord Police Department Monday morning, according to a City of Concord news release.

Talbert has been charged with two counts of first-degree murder and one count of robbery with a dangerous weapon. He is being held in the Cabarrus County Jail without bond.

Following Talbert’s extradition and arrival in Concord, Police Chief Jimmy Hughes acknowledged the significance of the moment for the victims’ families after 18 years.

“While nothing can take away the pain and heavy burden the families have carried for the last 18 years, today our community rests a little easier knowing that we have our suspect in custody and we are one step closer to bringing justice to Donna, Darrell, and their families,” Hughes said.

Hughes said the department’s priority remains the victims and their families as the criminal case moves through the courts.

“Our priority is the victims and their families, and our focus is on ensuring the case continues through the judicial system fairly and without compromise,” Hughes said. “We will continue to respect the privacy of the families during this difficult time and will not be making additional comments and no further information will be released.”

Talbert’s charges stem from a double homicide that stunned Concord nearly two decades ago and became known locally as the “Sun Drop Murders.”

Talbert was arrested May 21 by the Port Angeles Police Department in Port Angeles, Washington, after Concord detectives identified him as a suspect in the June 13, 2008 killings of Barnhardt and Noles.

At approximately 10 a.m. that day, Concord officers responded to a reported shooting at the Sun Drop Bottling Company near the intersection of Branchview Drive and Cabarrus Avenue.

When officers arrived, they found 59-year-old Barnhardt, the company’s longtime office manager, and 44-year-old Noles suffering from gunshot wounds. Both were pronounced dead at the scene.

Noles had reportedly gone to the business to apply for a job, with his wife waiting for him in the parking lot.

Investigators said witnesses reported seeing a Black male with a slender build, wearing a white shirt and blue jeans, leaving the area on foot toward Cabarrus Avenue shortly after the shooting.

Detectives believed the suspect killed Barnhardt and Noles before stealing money from the company’s front office and fleeing. Court records previously cited by the Peninsula Daily News indicated that approximately $9,905 was stolen during the robbery.

Despite years of investigation and hundreds of tips, the case remained unsolved for nearly 18 years. It received national attention, including a feature on “America’s Most Wanted” in 2009, and authorities eventually offered an $85,000 reward for information.

The investigation gained new momentum in late 2025 after Concord detectives reexamined evidence and pursued previously undeveloped leads, according to police.

Concord detectives contacted the Port Angeles Police Department about Talbert on Dec. 19, 2025. Detectives later traveled to Washington in May as part of the investigation, and Talbert was arrested without incident on May 21.

Spider-Man has always been the most singular of superheroes. Unlike Superman, Batman or Captain America, Peter Parker begins not as a fully formed icon but as an awkward teenager navigating the ordinary humiliations of growing up.

Homework, bullies, first love and loneliness have always occupied as much of Peter Parker’s world as masked supervillains and world-ending threats. The best Spider-Man stories understand that Peter Parker is never merely an alter ego. He is the heart of the character.

Spider-Man: Brand New Day, now playing in theaters, remembers that truth.

Picking up after the devastating conclusion of the previous film, Peter Parker (Tom Holland, as effortlessly appealing as ever nearly a decade into the role) is living in complete anonymity after Dr. Stephen Strange's spell erased him from the memories of everyone he loves.

Stripped of the relationships that once grounded him, Peter has become almost entirely Spider-Man, with little room left for the young man behind the mask.

His best friend, Ned Leeds, and the woman he loves, Michelle “MJ” Jones-Watson (Zendaya), no longer know who he is. Peter continues protecting New York City as Spider-Man, but every victory is followed by a return to an empty apartment and a life that has effectively disappeared.

Rather than treating Peter’s isolation as merely another plot device, the film allows it to become an emotional wound, and Holland responds with what may be his finest performance as Spider-Man.

He portrays a hero who is as emotionally exhausted as he is physically depleted. The film never allows him to emerge unscathed.

Bruised, bloodied and visibly worn down after nearly every major confrontation, Peter is reminded — and so are we — that beneath the mask is not an invincible superhero but a young man whose deepest scars are emotional as often as they are physical.

Peter has always carried guilt, but here the pain of loss becomes his defining burden. Still mourning the death of Aunt May while watching the people he loves move on without him, he spends much of the film trying to outrun emotions that refuse to stay buried. Even Spider-Man cannot swing fast enough to escape grief.

The screenplay reinforces that struggle by giving Peter unsettling physical changes as he becomes increasingly arachnid, developing heightened senses and organic webbing. While these mutations add excitement to the action, they also function as an effective metaphor for a young man who no longer recognizes himself.

That emotional focus, more pronounced here than in any of Holland's previous Spider-Man films, is what elevates Brand New Day. Beneath the superhero spectacle lies a poignant meditation on loss, loneliness and identity.

Peter is hardly the only character carrying invisible wounds. Ned and MJ, who both just graduated M.I.T., are haunted by an inexplicable absence they cannot articulate. The film never overstates this emptiness, allowing it instead to linger quietly beneath their scenes.

The story expands when Spider-Man reluctantly joins forces with Frank Castle, the Punisher, to track down a young mutant with extraordinary psionic abilities who is grappling with a devastating loss of her own — a welcome addition for longtime X-Men fans.

The mutant’s ability to possess others transforms Peter’s emotional wounds into literal battlegrounds, forcing him to confront the pain he has spent the film trying to suppress.

Peter’s journey also brings him into contact with Bruce Banner, whose presence inevitably means the Hulk is never far behind.

Yet even amid larger Marvel mythology and several welcome surprise appearances, including Florence Pugh’s Black Widow, director Destin Daniel Cretton never loses sight of Peter’s emotional journey.

The action ranks among Marvel’s finest because every set piece grows organically from the characters’ emotional stakes rather than existing simply to dazzle.

The film also distinguishes itself visually. More than its predecessors, it places viewers behind Spider-Man’s mask, using occasional first-person shots that convey the exhilaration and disorientation of hurtling between skyscrapers. It is a perspective surprisingly rare in superhero cinema, and it adds an immediacy that makes the web-swinging feel newly visceral.

The film’s visual ambition culminates in a key climactic battle between Spider-Man and a horde of red Hand ninjas. Rather than relying solely on brute force, the sequence unfolds with remarkable grace, its airborne choreography resembling an aerial ballet.

The fluid movement and elegant wirework evoke Ang Lee’s Crouching Tiger, Hidden Dragon, a clear inspiration that lends the finale an unexpected beauty.

One of the film’s most affecting threads is Peter’s renewed relationship with MJ. She remembers nothing of the life they once shared, yet Holland and Zendaya effortlessly recapture the chemistry that made their romance so compelling in earlier films.

There is a quiet ache in watching Peter carry the weight of memories that, for MJ, no longer exist. Every interaction is shaped by the painful imbalance between what he knows and what she has lost, lending the film some of its most emotionally resonant moments.

That emotional sincerity recalls the best Spider-Man films of the early 2000s. Like Sam Raimi’s finest entries starring Tobey Maguire, Brand New Day understands that Spider-Man is at his most compelling not when he is saving the world, but when he is struggling simply to live in it.

By now, Holland inhabits the role with such ease that it is difficult to imagine anyone else beneath the mask. After four standalone Spider-Man films and numerous appearances throughout the Marvel Cinematic Universe, he has played the character longer than any previous live-action actor.

For an entire generation, Holland is Spider-Man in much the same way Maguire defined the character for audiences two decades earlier.

Despite its exhilarating action and expanding Marvel mythology, Spider-Man: Brand New Day never loses sight of the lonely young man beneath the suit.

The film understands that Spider-Man’s greatest battles are won not with web-shooters or superhuman agility, but through Peter Parker’s determination to endure loss without surrendering his compassion.

In doing so, Brand New Day embraces Spider-Man’s humanity more fully than any film in the series in years.
