In a tense and deeply divided meeting Monday night, the Cabarrus County Board of Commissioners voted 3–2 to approve the Cabarrus Economic Development Corporation’s (EDC) grant policy with no changes — keeping intact a provision that allows companies to receive up to 85% of their property taxes back through economic development incentives.
