It has been one of the most turbulent periods in recent memory for Cabarrus County government.

Over the past two years, two county managers have been fired, lawsuits have been filed and frequent public disagreements among commissioners have fueled tensions that often spilled into heated meetings.

Through it all, one constant has remained: Kelly Sifford.
