A Superior Court judge has found probable cause to move forward with a petition seeking the removal of Cabarrus County Clerk of Superior Court William W. “Bill” Baggs, Sr., setting a February hearing on allegations that he is mentally and physically unable to perform his duties and has engaged in misconduct in office.
