When Roy Cooper completed his second term as governor of North Carolina in January 2025, he wasn’t necessarily planning to seek public office again.
He was trying to figure out what came next, including the possibility of teaching at several universities.
But as Cooper watched what he called the “chaos and horror” unfolding in Washington under President Donald Trump, he said he came to believe he could not remain on the sidelines.
