Santana wins open Concord City Council seat in District 4

Political newcomer Alvarys Santana captured 42% of the vote to defeat three opponents and succeed longtime council member J.C. McKenzie.

In a bit of an election surprise, Alvarys Santana captured the open District 4 seat on the Concord City Council Tuesday, defeating three other candidates, including Jack Lambert, to claim victory, according to unofficial election results.
